Public Record and Clarifications
THE RESOLVED 2021 TENNCARE CASE
Davidson County Criminal Court order entered October 17, 2022. Personal identifiers and demographic details have been redacted.
In March 2021, Gregg and Tara Garner were indicted on allegations concerning income reporting and TennCare coverage provided to their children. The case was not about Gregg or Tara receiving TennCare benefits themselves. During the relevant period, the children also had private health insurance, which providers billed for their care.
Gregg and Tara denied any wrongdoing.
On July 28, 2022, every charge was dismissed through a nolle prosequi with prejudice. The resulting criminal records were expunged. Under Tennessee procedure, expungement removes the charges from the official criminal record rather than merely sealing them. This is why the case no longer appears in ordinary public record searches.
Gregg Garner states that the case did not arise in isolation. He believes it was the culmination of a sustained campaign by a group he describes as a hate group. In his account, the campaign targeted not only him personally but also the organizations and businesses he had created.
Gregg Garner further states that, after an extensive government investigation, the TennCare case was the only criminal case arising from that investigation. That case was ultimately dismissed in full. An acquittal occurs only after a case proceeds to trial. This case ended before trial.
Every charge was dismissed with prejudice, meaning the charges could not be brought again.
Gregg and Tara did not plead guilty and were not convicted.
The original accusations received substantial publicity, while the complete and final dismissal received considerably less attention. This clarification is included so that the historical record reflects the investigation, the charges it produced, and the final disposition of those charges.
THE ONLINE CAMPAIGN AND CIVIL CASES
For several years, a website devoted to attacking Gregg Garner and former organizations he founded or served has published accusations, anonymous accounts, and material about numerous businesses it associates with the former community. Gregg Garner describes the group behind this activity as a hate group and believes its campaign was intended to damage him personally and to harm organizations and businesses he helped create. Gregg Garner also questions the authenticity of many anonymous accounts published on the site. He states that he believes many were fabricated and do not come from people who actually participated in the organizations, schools, or businesses they claim to describe.
The organizations and businesses targeted online were legally distinct entities, with separate EINs, accounts, filings, governance, and management. They did not become a single organization or business simply because the people involved had personal, professional, or community relationships.
The website’s list combines cases filed against Gregg Garner with cases filed by Garner or legally separate businesses seeking relief from the courts. Those categories should not be presented as equivalent. A case in which Garner or a business seeks relief is not, for that reason alone, another lawsuit brought against him. The list should distinguish who brought each claim and against whom, including any counterclaims.
A complaint states a party’s allegations. Its filing does not establish that those allegations are true or constitute a judicial finding of wrongdoing. The claims remain subject to response, evidence, and court rulings.
The existence of a lawsuit does not, by itself, establish wrongdoing. Gregg Garner firmly disputes the material allegations made against him and is addressing them through the justice system, where accusations must ultimately be tested against evidence and law. An advocacy website cannot turn allegations into established facts simply by publishing and repeating them. This historical archive will report what the courts actually decide, not what one side alleges before the evidence has been heard.
PUBLIC REPORTING ABOUT THE 2025 SEPARATION
Online search results can make the coverage concerning Gregg Garner and Global Outreach Developments International appear broader than it is. Some results are syndicated copies or automated summaries of the same underlying reports, not separate investigations.
Much of the coverage repeats statements and allegations supplied by other people. Those reports establish that accusations were made and that Gregg Garner’s leadership ended in October 2025. They do not establish that every accusation was true or that the resulting headlines provide a complete account of what occurred.
Gregg Garner disputes significant portions of that public account, including the portrayal of his departure as a simple removal for established wrongdoing. He states that the events unfolded rapidly, under intense personal and institutional pressure, and without a fair opportunity for his account to be heard.
Some news reports also referred to a ‘third-party investigation.’ Global Outreach commissioned a review by an outside private organization. It was separate from any law-enforcement or regulatory investigation. The review was paused and was not completed. Gregg Garner states that the pause followed lawsuits in which the women the review was intended to protect sued the parties involved in the review.
THE FEBRUARY 2026 FEDERAL CIVIL CASE
On February 27, 2026, three plaintiffs filed a federal civil complaint naming Gregg Garner and three organizations he formerly led among the defendants. Gregg Garner disputes the material allegations.
A complaint states the plaintiffs’ claims. It is not a judicial finding that those claims are true, and the filing itself should not be confused with a decision by the court. This archive will report any material ruling or final disposition, but it will not try the case online or repeat allegations as established facts.
This archive will not repeat private details or answer every headline. It records the documented history of Gregg Garner’s work, identifies disputed claims as disputed, and does not treat unproven allegations as established facts.
Global Outreach Developments International and the other organizations with which Gregg Garner was formerly associated are independently governed today and do not speak for Gregg Garner. Likewise, GreggGarner.com is a historical archive and does not speak for those organizations. Gregg Garner’s current professional work is presented at GreggDGarner.com.
